A summary of the study in which I have contributed as an expert in regional and local development policies: European Urban Sustainability Delphi study

A summary of the final Delphi round to all the experts who completed all the raunds of research. In this group of experts from 26 european countries have been part even an representative from our center: Luiza Hoxhaj, european expert on regional and local development. (Our extras)

In the period of May to October 2015 a large group of urban sustainability experts from 26 European countries participated in a European Urban Sustainability Delphi study that consisted of three rounds of data-collection. The objective of the study was to find out which components these experts find most relevant for defining and measuring ‘Urban Sustainability’ in a European context. In the third and final round experts were invited to select the 5 most relevant components.

Experts were also invited to explain their selection. A summary of the explanations provided for the ten components that were most often selected, is provided below.

Air quality:

The air quality in a city is relevant for the health, well-being, and quality of life of its inhabitants. Furthermore, the component is related to many other aspects of urban sustainability, such as biodiversity, green spaces, and CO2 emissions.

Governance:

As a potential driver of change the city government determines the extent of a city's sustainable development. It can support a sustainable development among others by adapting legislation, providing resources, involving stakeholders, and planning/managing a development strategy.

Energy consumption:

Energy is needed to sustain life and its use impacts the environment. A city's energy consumption is related to various environmental issues, such as CO2 emissions, climate change, and the use of natural resources. A city's energy consumption also determines its self-sufficiency and dependency on non-renewable energy. Renewable energy consumption is crucial for a sustainable urban development.

Non-car transportation infrastructure:

A non-car transportation infrastructure reduces the use and negative impacts of cars and improves the sustainability of urban mobility. A non-car transportation infrastructure improves the (urban) environment in terms of among others (air) pollution, CO2 emissions, energy and resource consumption, noise pollution, congestion, quality of life, and space use.

CO2 emissions:

CO2 emissions affect climate change and have an impact on the environment as a whole. Cities (as emitters of high levels of CO2) need to mitigate and fight climate change. CO2 emissions are also related to other urban sustainability issues, such as energy consumption, transportation, as well as inhabitant's health and quality of life.

Inequality:

As a social aspect of sustainability, inequality is often neglected. Inequality creates many social problems like social exclusion as well as tensions and conflicts between different groups of people. A sustainable, functioning, and inclusive city needs to provide for all its inhabitants, among others by sharing benefits and offering equal opportunities.

Green spaces:

Green spaces improve a city's general quality of life as well as the (psychological) well-being of its inhabitants. They provide many benefits to a city in terms of among others biodiversity, air quality, health, and urban microclimate. Green spaces are also important for recreation, relaxation, and meeting other people. Finally, green spaces support and raise people's awareness regarding environmental topics.

Health:

A sustainable and healthy city needs to have healthy inhabitants. The health of a city's inhabitants reflects the quality of the urban environment in terms of among others air quality and urban design. Healthy inhabitants contribute to a city's economic, environmental, and social (sustainable) development.

Climate resilience:

Climate change is the biggest challenge and threat cities need to deal with. Cities need to be climate resilient if they want to be sustainable and prosper. They need to be resilient to the effects of climate change such as floods and droughts.

Solid waste:

The amount of waste that is produced and recycled within a city is linked to other sustainability challenges such as resource consumption, greenhouse gas emissions, and climate change. It also provides information about a city's resource efficiency and sustainability awareness. It is important to recycle and re-use solid waste (in the form of energy or material) as well as to involve a city's inhabitants in this process.

A must-read book - Një libër që duhet lexuar: “Ese dhe etyde filozofike estetike”

Three weeks before, immersed in reading the latest work of Prof. Alfred Uci, one of the pillars of the Albanian society (estimated by the great Dritëro Agolli) was a "beautiful escape" from the gloom of reality. I thoroughly enjoyed the 451 pages of his book: "Essays and Essays on Philosophical Aesthetics", a summary of the studies of the last years of Prof. Ucit. The aesthetic style stands out in them, which makes them attractive and interesting not only for specialists in the field, but also for other readers interested in the topics, such as my work. In the studies presented in the book Prof. Uci analyzes masterpieces of world literature from antiquity to the present day.

In his studies, chosen not by chance or out of necessity for pure theoretical reasons, but based on the experience of the complex development of culture over the centuries, Prof. analyzes the masterpieces of arts and aesthetics, not as distant or forgotten, but emphasizing them universal values ​​and distinguishing from them the noble messages, which prove enlightening truths even for our time. His surprising parallelisms allow you to meditate and draw the necessary lessons from him.

"Taken by the hand", by the Professor, through this work, I brought you back to Shakespeare (reading "Timon", "Sebelini" and "Measure by Measure", translated by Kristaq Traja), I brought you back to Dante Alighieri (through the complete cycle in Italian of the "Divine Comedy", with relevant comments and evaluations by prominent personalities of our time, including Umberto Eco). Despite the magic I felt when I read them for the first time, I can say without a doubt that I experienced a special pleasure and gained a deeper understanding of them. It could not be left out of Prof.'s analysis. Uchit Cervantesi with Don Quixote of Mancha, Dostoevsky, etc.

Then the journey continues with prominent personalities of Albanian literature and thought such as: De Rada, Naim Frashëri, Noli, Migjeni, Fishta, Dritero Agolli, Kadare and Rexhep Qose, whom Prof. Uçi calls it "a heavy stone in the studies of Albanian literature. I will start reading them again with Arka e Djallit t Agolli.

The pleasant feeling and the ease with which I accompanied the reading of this book and the re-reading of the authors I mentioned, prompted by the author's point of view, for me is the same as the feeling that reading the work of Prof. Progress Kabos: "Epistles-Anthropology of spirit".

We are lucky to have such contemporaries! Do not leave them unread. Reading them enlightens, enlightens and ennobles you.

Tre jave më pare e zhytur në leximin e veprës më të fundit të Prof. Alfred Uci, një nga kolonat e shoqërisë shqiptare (vlerësim, të cilin ja ka bërë i madhi Dritëro Agolli)  ishin një “arratisje e bukur” nga zymtësia e realitetit.  I shijova në maksimum 451 faqet e librit të tij: “Ese dhe etyde filozofike estetike”, një përmbledhje  e studimeve të viteve të fundit të Prof. Ucit. Në to spikat stili estetik, që i bën ato tërheqëse dhe interesante jo vetëm për specialist të fushës, por edhe për lexues të tjerë të interesuar për temat, si puna ime. Në studimet e prezantuara në libër  Prof. Uci analizon kryevepra të letërsisë botërore nga antikiteti  e deri në ditët e sotme.

 
Studimeve të tij, të zgjedhura jo rastësisht apo për nevoja për arsyetime të kulluara teorike, por mbështetur në përvojën e zhvillimit të ndërlikuar të kulturës në shekuj Prof i analizon kryeveprat e arteve dhe estetikës, jo si të largëta apo të harruara por duke theksuar tek to vlerat universale dhe duke vecuar prej tyre mesazhet fisnike, që dëshmojnë të vërteta ndricuese edhe për kohën tonë. Paralelizmat befasues të tij të lejojnë të meditosh dhe ti nxjerrësh vet mësimet e nevojëshme prej tij.

E “marrë për dore”, prej Profesorit, nëpërmjetë kësaj vepre,  ju riktheva Shekspirit (duke lexuar “Timonin”,” Sebelinin” dhe “Masë për masë”, të përkthyera nga Kristaq Traja), ju riktheva Dante Alighierit (nëpërmjetë ciklit të plotë në italisht të “Komedisë Hyjnore”, me komentet dhe vleresimet përkatëse nga personalitete të shquar të kohës sonë, midis të cilëve Umberto Eco). Pavarësisht magjisë, që kam ndjerë kur i kam lexuar për herë të parë, mund të them pa mëdyshje se provova një kënaqesi të vecantë dhe pata një kuptim më të thellë të tyre. Nuk mund të mbetej jashtë analizës së Prof. Uçit Servantesi me Don Kishotin e Mançës, Dostojevski etj.

Më mbas udhëtimi vazhdon me personalitete të shquar të letërsisë dhe mendimit shqiptar si:  De Rada, Naim Frashëri, Noli, Migjeni, Fishta, Dritero Agolli, Kadare dhe Rexhep Qose, të cilin Prof. Uçi e quan "një gurë të rëndë në studimet e letërsisë shqiptare. Leximin e tyre do ta rifilloj me Arkën e Djallit të Agollit.

Ndjesia e këndëshme dhe lehtësia me të cilin e shoqërova leximin e këtij libri dhe rileximin a autorëve që përmenda, e nxitur nga këndvështrimi i autorit, për mua është e njëjtë me atë ndjesi që më ka shkaktuar leximi i veprës së Prof. Përparim Kabos: “Epistolate-Antropologjia e frymës”.

Jemi me fatë që kemi bashkëkohës të tillë! Mos i lini pa lexuar. Leximi i tyre të iluminon, të mencuron dhe te fisnikeron.

Fiftieth Anniversary of the Universal Declaration of Human Rights-All rights for all"

Dear participants!

First of all, I would like to greet the organizers of the Conference, the Women and Family Committee, the Project "Promoting the Economic and Social Status of Women in Albania" and the "International Training Center in Turin of the International Labor Organization" who chose Vlora as the city in which this conference is being organized. Of course, the Prefecture and the Municipality of Vlora deserve congratulations for their cooperation.

I find the selection you made appropriate, in which you obviously took into consideration the democratic traditions of these three, in its distant and recent history.

But Vlora currently, like the whole of Albania, has faced and is facing the problems of the prolonged transition as well as those of the post-crisis, which unfortunately also create problems in the field of human rights.
This transition period, in addition to the expansion of some human rights or the further completion of our legislation in the field of human rights, these steps, which have favored social progress, has also had as their phenomenon the systematic violation of the rights of to man, such as: the right to assemble, the right to be treated with credit, various favors, the basic right to vote, physical violence against journalists or politicians, free movement, etc. These cases, when they have reached their peak, have forced citizens to use the last weapon of civil disobedience, against a regime that does not protect human rights, on the contrary, it violates them.

I said this not to politicize the problem, but to serve this moment as a moment of awareness and awareness for the human rights that we enjoy as individuals and for the efforts that we must make to protect these rights, but also also for the state's obligations to ensure and guarantee these rights, which the law gives us, with the sole objective of not falling into a similar situation. Here I have in mind the first paragraph of the introduction to the Universal Declaration of Human Rights, which states: "..that the recognition of the dignity that belongs to all members of the human family as well as the recognition of their equal and inalienable rights constitutes the foundation of freedom, justice and peace in the world".

All international documents on human rights, as well as international documents and conventions, place us in front of the obligation for everyone to fight and work to build a state where the law reigns and where we are all equal before the law.

The truth is that, in general, our legislation in this regard is complete. In order to realize its implementation in the conditions of the development of civil society, non-governmental associations were born.
In the field of human rights, the Universal Declaration of Human Rights is a point of reference.

Taking into consideration the fact that the development of this Conference coincides with the seminar developed for the training of Volonian women in the field of implementation of the rights of women and girls in Albania, I would focus on the field of the situation of Volonian women and the level of organization of her in the NGO.
The development of civil society and the democratic transition are closely related to the success of women's participation in dealing with its problems. As was seen from the presentations that were made by them during the seminar, what is most important, as was also seen during their activity, we can say that: In Vlora, the women's movement is in full bloom.

Vlonia women have well understood the principle of participation, the principle of being active. They have all the necessary intellectual potential to make their contribution in all spheres of life, in the new conditions of transition from a closed society to an open society, from totalitarianism to democracy.

But it is true that they have not always had the opportunity to make this contribution in state bodies, such as in the high or local administration, in decision-making or executive bodies.

This difference between their intellectual potential and the impossibility to give their contribution in some cases, due to various obstacles or undervaluation, they have compensated with the principle of volunteerism, by organizing themselves in non-governmental organizations. Today in Vlora we have 8 professional women's NGOs, operating in various fields, as well as 5 women's political associations.

The Family Planning Center also operates in Vlora. All these organizations are active in the development of the life of our city. Here we must not forget the contribution and participation of women in other mixed associations (without gender orientation) such as SH.K.L. Democratic, the associations that have the protection of human rights or even professional ones.

The first flower is the Women's Business Promotion Association established in 1994, which is already an experienced association. During the years 1997-1998, this was followed by 8 other NGOs, which were integrated with dignity.

The fruit of this commitment of women from Vlonia is the fact that today in our city we have a number of women and girls leaders, this number, although modest, shows a trend in the positive direction for their evaluation.

- We have a woman representative in the legislature; in the local councils we have: two councilors in the Municipal Council and two councilors in the District Council; in the management of financial institutions, we have two women managers (Mrs. Soq and Insig); we have a director in medicine; at the University of Vlora we have two women deans; in the only SME Development Agency, the director is a woman.

But if we make these calculations in relation to men, the numbers are still modest. This means we still have a long way to go. In the future, our objectives must be more ambitious.

Another point that I would like to emphasize is the woman's confrontation with phenomena such as divorce or prostitution.

Often economic problems, unemployment, this is more pronounced for women, stripping her in most cases of the elements of ownership, have caused her to lose her economic independence and therefore part of her authority to have influential role in the family in the best case, but also in the dissolution of the family in the worst case. This inferior position of hers has meant that in most cases she is not the applicant for this divorce even when her life becomes unbearable. This is clearly shown by the fact that the number of divorces requested by women is decreasing.

Often, the inability to cope with life, as well as the low intellectual level, or individual predisposition, or the inability to face criminal groups, leads some women and girls to the path of prostitution. In the case of Vlora, the mentality of its population in relation to the woman in the family: the protective role in relation to the mother, daughter or sister, adding to this the economic level, reduces the premises for the Vlora woman or girl to fall into the network of prostitution. But that doesn't mean we shouldn't be concerned about it. Our struggle and efforts must be of such a level that we do not even allow the possibility of Vlora being a transit point for the export of prostitution for girls and women from the province or other countries. Vlonian mothers and daughters, Vlonian families must be strongly invested so that their sons, brothers and husbands do not fall asleep and become collaborators of these networks.

We all together can manage to fight, protect and realize our rights in particular and human rights in general.

Të nderuar pjesëmarrës!

Së pari dëshiroj të përshëndes organizatorët e Konferencës Komitetin Gruaja dhe Familja, Projektin “Nxitja e statusit Ekonomik dhe Social të Gruas në Shqipëri” si dhe “Qendrën Ndërkombëtare të Trajnimeve në Torino të Organizatës Ndërkombëtare të Punës” të cilat zgjodhën pikërisht Vlorën, si qytetin në të cilën po organizohet kjo conference. Natyrisht përgëzime meritojnë dhe Prefektura dhe Bashkia e Vlorës për bashkëpunimin e tyre.

E gjej me vend përzgjedhjen që keni bërë, në të cilën ju padyshim që keni pasur në konsideratë traditat demokratike të këësaj treve, në historinë e largët dhe të afërt të saj.

Por Vlora aktualisht , si gjithë Shqipëria është përballur dhe përballet me problemet e tranzicionit të tejzgjatur si dhe me ato të paskrizës, të cilat për fat të keq krijojnë edhe problem në fushën e të drejtave njerëzore.

Kjo periudhe tranzisioni, përvec zgjerimit të disa të drejtave të njeriut apo plotësimit të mëtejshëm të legjislacionit tonë në fushën e të drejtave të njeriut, hapa këto, të cilat kanë favorizuar progresin shoqëror, ka pasur si dukuri të tyre edhe shkeljen sistematike të të drejtave të njeriut si psh: të të drejtës për tu tubuar, e drejta për tu trajtuar me kredi, favorizime të ndryshme, e drejta themelore e votës, dhunimet fizike të gazetarëve apo politikanëve, levizja e lirë etj. Raste këto që kur kanë arritur kulmin i kanë detyruar shtetasit që të përdorin armën e fundit mosbindjen civile, ndaj një rregjimi që nuk mbron të drejtat e njeriut, përkundrazi i dhunon ato.

E thashë këtë jo për të politizuar problemin, por për të shërbyer ky moment edhe si një moment sensibilizimi dhe ndërgjegjësimi për të drejtat e njeriut, që gëzojme ne si individ dhe për përpjekjet që duhet të bëjmë ne për të mbrojtur këto të drejta, por gjithashtu edhe për detyrimet që ka shteti për të na siguruar dhe garantuar këto të drejta, që na i jep ligji, me të vetmin objektiv, që të mos biem në situatë të ngjashme. Këtu kam parasysh edhe paragrafin e parë të hyrjes tek Deklarata universal për të Drejtat e Njeriut ku thuhet:  “..se njohja e dinjitetit, që u përket të gjithë anëtarëve të familjes njerëzore si dhe njohja e të drejtave të tyre të barabarta e të patjetërsueshme përbën themelin e lirisë, të drejtësisë dhe të paqes në botë”.

Të gjitha dokumentat ndërkombëtare mbi të drejtat e njeriut si dhe dokumenta e konventat ndërkombëtare na vendosin përpara detyrimit që të gjithë të luftojnë e punojmë për të ndërtuar një shtet ku të mbretëroj ligji e ku të gjithë përpara ligjit të jemi të barabartë.

E vërteta është që në përgjithësi legjislacioni ynë në këtë drejtim është i plotë. Për të realizuar zbatimin e tij në kushtet e zhvillimit të shoqërisë civile kanë lindur shoqatat jo qeveritare.

Në fushën e të drejtave të njeriut Deklarata Universale e të Drejtave të Njeriut është pikë referimi.

Duke marrë në konsideratë faktin që zhvillimi i kësaj Konfernce përkon dhe me seminarin e zhvilluar për trajnimin e grave vlonjate në fushën e zbatimit të të drejtave të grave dhe vajzave në Shqipëri, unë do të përqëndrohesha  në fushën e gjendjes së gruas vlonjate dhe nivelit të organizimit të saj në OJQ.

Zhvillimi i shoqërisë civile dhe tranzicioni demokratik janë të lidhura ngushtë me suksesin e pjesëmarrjes së grave në trajtimin e problematikave të saj.  Sic u pa nga prezantimet, që u bënë prej tyre, gjatë seminarit, ajo që është më e rëndësishme, sic është parë edhe gjatë veprimtarisë se tyre mund të themi që: Në Vlorë është në lulëzim të plotë lëvizja e gruas.

Gratë vlonjate e kanë kuptuar mirë parimin e pjesëmarrjes, parimin e të qënurit aktive. Ato kanë gjithë potencialin e nevojshëm intelektual për të dhënë kontributin e tyre në të gjitha sferat e jetës, në kushtet e reja të kalimit nga një shoqëri e mbyllur në një shoqëri të hapur, nga totalitarizmi në demokraci.

Por është e vërtetë se ato jo gjithmonë kanë patur mundësi të japin këtë kontribut në organet shteterore, si në administraten e lartë apo atë lokale, në organet vendimarrëse apo egzekutive.

Këtë diferencë midis potencialit të tyre intelektual dhe pamundësisë për të dhënë në disa raste kontributin e tyre, për shkak të pengesave të ndryshme apo nënvleftesimit, ato e kanë kompensuar me parimin e vullnetarizmit, duke u organizuar në Organizata jo-qeveritare. Sot në Vlorë kemi 8 OJQ të grave me drejtim profesional, që veprojnë në fusha të ndryshme si dhe 5 shoqata  politike grash. Po ashtu në Vlorë operon edhe Qendra e Planifikimit familjar. Të gjitha këto organiyata janë aktive ne zhvillimin e jetës së qytetit tonë. Ketu nuk duhet të harrojmë kontributin dhe pjesëmarrjen e grave në shoqata të tjera mikse (pa orinetim gjinor) si SH.K.L. Demokratik, shoqatat që kanë objekt mbrojtjen e të drejtave të njeriut apo edhe ato profesionale.

Lulja e parë është Shoqata për nxitjen e Bisnesit të grave e krijuar në 1994, e cila tashmë është një shoqatë me experiencë. Gjatë viteve 1997-1998 kjo është pasuar edhe me 8 OJQ të tjera, të cilat janë integruar me dinjitet.

Fryt i këtij angazhimi të grave vlonjate është fakti që sot në qytetin tonë kemi një numër grash dhe vajzash drejtuese, numër ky që megjithëse është modest tregon një tendence në kahjen pozitive për vlerësimin e tyre.

-Në legjislativ kemi një përfaqesuese grua; në këshillat lokal kemi: dy këshilltare në Këshillin Bashkiak dhe  dy këshilltare në Keshillin e Rrethit; në drejtimin e institucioneve financiare kemi dy drejtuese gra (Sig. Shoq dhe Insig); kemi një drejtore në mjekësi; në Universitetin e Vlorës kemi dy gra dekane; në të vetmen Agjensi të Zhvillimit te SME drejtore është një femër.

Por nëse këto llogari i bëjmë në raport me burrat, gjithësesi  shifrat vazhdojnë të jenë modeste. Kjo do të thotë se kemi ende shumë rrugë për të bërë. Në të ardhmen objektivat tona duhet të jenë më ambicioze.

Një moment tjetër që dëshiroj ta theksoj është përballja e gruas me fenomene të tilla si divorci apo prostitucioni.

Shpesh problemet ekonomike, papunësia, me e theksuar kjo tek gratë, zhveshja e saj në më të shumtën e rasteve nga elementët e pronësisë, kanë bërë që ajo të humbasë pavarësinë e saj ekonomike e për rrjedhojë edhe një pjesë të autoritetit të saj për të patur rol ndikues në familje në rastin më të mirë, por edhe në shpërbërje të familjes në rastin më të keq. Ky pozicion inferior i saj ka bërë që në shumicën e rasteve ajo të mos jetë kërkuesja e këtij divorci edhe kur jeta e saj i bëhet e padurueshme. Këtë e tregon qartë edhe fakti, që numri i divorceve të kërkuara prej grave të jetë në ulje.

Shpesh pamundesia për të përballuar jetën si dhe niveli i ulët intelektual, apo predispozicioni individual, apo pamundësia për tu perballur me grupet kriminale, i con disa gra dhe vajza në rrugën e prostitucionit. Në rastin e Vlorës mentaliteti i popullsisë së saj në raport me femrën në familje: roli protektiv në raport me nënën, vajzën apo motrën, duke i bashkangjitur këtij edhe nivelin ekonomik, zvogëlon premisat që gruaja apo vajza vlonjate të bien në rrjetin e prostitucionit. Por kjo sdo të thotë që neve nuk duhet të na preokupojë kjo gjë. Lufta dhe përpjekjet tona duhet të jenë të atij niveli, që të mos lejojnë as mundësinë që Vlora të jetë pike tranzitimi e eksportit të prostitucionit për vajza dhe gra nga krahina apo vende të tjera. Nënat dhe vajzat vlonjate, familjet vlonjate duhet të investohen fuqishëm që djemtë, vëllezërit dhe burrat e tyre të mos bien preh dhe të mos bëhen bashkëpunëtor të këtyre rrjeteve.

Ne të gjitha së bashku mund tia dalim të luftojme, të mbrojmë dhe të realizojme të drejtat tona në vecanti dhe të drejtat e njeriut në tërësi.

There comes a day when dreams come true -Vjen një ditë që ëndërrat bëhen realitet!

I felt a very special pleasure to see that after 11 years, a process of realizing one of my dreams for Berat has begun, one of those things whose non-realization remains a hostage. It is about the project of systematizing the cascade of the Osum River. It was a project conceived only a short time after we had reintroduced the file, dusty on the shelves, for the inclusion of Berat in the protected values ​​of world cultural heritage (now Berat is a reality in UNESCO), after we had drafted the regulation of the administration of the museum city. I feel proud of this achievement. It was the work of a very dedicated staff, eager for ideas, support and good work, staff that you just need to know how to motivate. When I think about them, I say to myself: Oh, how many battles we have waged together to protect that city: from the biters of Mount Tomor, who barbarically exploited the tile area, from those who sold the water of Berat, leaving the citizens of Berat without water, despite its abundance, with those who exploited inert materials without criteria, with those who, under the guise of electrical plants, wanted to cover the three districts with garbage, with those who wanted to build outside the criteria in the museum area, with the barbarians of the quarries in the Vajgurore Bridge. With that staff, we have done a lot of beautiful and useful work in a very short period of time, as if we had worked for a century. My gratitude goes to the wonderful staff of that period, of the Prefect of the Berat District (my): Irakliu full of ideas, Aliu, Koci, Kristaq, Natashë, Juli, Halimi, Venetiku, Monika, Mariola, Halimi, Bashkimi, Tomori, Mirele, Mondi, Tomi and Nikolla. Let us all wish success to Juli, the youngest member of our staff at that time, who today, professionally and intellectually grown, is running for the position of Mayor of the Municipality of Ura Vajgurore. I tell them that I am proud of the joint work and that I envy you that you live and work in that magical city. Congratulations also go to the wonderful people of Berat, who, like few others, have known how to preserve the values ​​of their city. Finally, a Prime Minister assists in the first step, the process of selecting the idea for a beautiful project, in launching the process of making a project a reality, which has values ​​not only for the aesthetic and functional side of the city, but will certainly also have ecological value, environmental protection and adaptability to the multiple values ​​of that city.

A city like Berat makes we proud! I really hope that the best and most sustainable project wins, because otherwise it would be null. Although I am not from Berat, I feel like a Berat citizen in my soul, (I am borrowing my words from the interview given to the Antipatrea newspaper, where I also mentioned the obstacle of not realizing the cascade project, due to being transferred to another job) I thank Prime Minister Rama very much for this step. I am really very happy! I really hope that this step and the finalization of this project justify this joy! The opposite would be disappointing!

Ndjeja një kënaqësi tepër të vecantë tek shihja mbas 11 vjetësh, që ka nisur një proces i jetësimit të një prej ëndërrave të mia për Beratin, e një prej atyre gjërave mosrealizimi i të cilës të mbetet peng. Bëhet fjalë për projektin e sistemimit të kaskadës së lumit Osum. Ishte një projekt i ideuar vetëm pak kohë mbasi kishim rifutur në proces riaplikimi dosjen, e pluhurosur ndër rafte, për përfshirjen e Beratiti në vlerat e mbrojtura të trashëgimisë kulturore botrore (tashme Berati në UNESCO është një realitet), mbasi kishim hartuar rregulloren e administrimit të qytetit muze. Ndihem krenare për këtë arritje. Ishte puna e një stafi tepër të përkushtuar, të etur për ide, mbështetje dhe punë të mira, staf të cilin mjaft  të dije ta motivoje. Kur i kaloj nëpër mend them me vehte: Eh sa shumë beteja kemi zhvilluar së bashku për ta mbrojtur atë qytet: nga kafshuesit e malit Tomorit, që e shfrytëzonin barbarisht zonën e pllakave, nga ata që shisnin ujin e Beratit, duke lenë qztetarët E Beratit pa ujë, pavarësisht bollëkut të tij me ata që shfrytezonin pa kritere inertet, me ata që nën maskën e impianteve elektrik donin ti mbulonin tre qarqet me plehra, me ata që donin të ndërtonin jashtë kritereve në zonën muzeale, me barbarët e guroreve në Urën Vajgurore. Me atë staf kemi bërë shumë punë të bukura e të dobishme në një periudhë kohore shumë të shkurtër, sikur të kishim punuar një shekull. Falenderimi im shkon për stafin e mrekullueshëm, të asaj periudhe, të Prefektes së Qarkut Berat (timin): Irakliun plot ide, Aliun, Kocin, Kristaqin, Natashën, Julin, Halimin, Venetikun, Moniken, Mariolen, Halimin, Bashkimin, Tomorin, Mirelen, Mondin, Tomin e Nikollën. Bashkarisht le t[i urojme suksese Julit, anëtares më të re të stafit tonë në atë kohë, e cila sot e rritur profesionalisht dhe inteektualisht, kandidon për postin Kryetares së Bashkisë së Urës Vajgurore.  Ju them atyre se krenohem me punën e përbashket dhe se Ju kam zili që jetoni e punoni në atë qytet të magjishëm. Urimi shkon, gjithashtu, për beratasit e mrekullueshëm, të cilët si rrallëkush kanë ditur të konservojnë vlerat e qytetit të tyre. Më në fund një Kryeministër asiston në hapin e parë, procesin e përzgjedhjes së idesë për një projekt të bukur, në lancimin e procesit të bërjes realitet të një projekti, i cili ka vlera jo vetëm për anën estetike dhe funksionale të qytetit, por me siguri do të ketë edhe vlerë ekologjike, të mbrojtjes së ambjentit dhe të përshtatëshmërisë me vlerat e shumëfishta të atij qyteti.

Një qytet si Berati të bën krenar! Uroj shumë që të fitoj projekti më i mirë dhe më i qëndrueshëm, sepse në të kundërt do të ishte nul. Unë megjithëse nuk jam beratase, por në shpirt ndihem qytetare beratase, (po huazoj fjalët e mia nga intervista  dhënë për gazetën Antipatrea, ku përmendia edhe pengun e mosrealiyimit të projektit të kaskadës, për shkak të trasferimit në një detyrë tjetër) e falenderoj shumë Kryeministrin Rama për këtë hap. Jam vërtetë shumë e gëzuar! Shpresoj shumë që ky hap dhe finalizimi i këtij projekti ta justifikoj këtë gëzim! E kunderta do të ishte dëshpëruese!
