Democratic deficit?-Deficit demokratik?

Normally, substitutions should be the result of a process, not a mechanical act. I don't know which case we are in, but if the second case has occurred, we are faced with a democratic deficit. I am sure of one thing, that the two candidates for mayor of Vlora, from the left and the right, guarantee that we will have a civic campaign. Of course, it should focus on development problems as well as those areas that improve and facilitate the daily life of Vlora citizens. I hope that they will not disappoint us. They have the chance to change the wheel.. In this case, the decision-making body: the council has an important role.

Normalisht, rifreskimet duhet të jenë rezultat i një procesi, jo i një akti mekanik. Nuk e di në cilin rast jemi, por nëse ka ndodhur rasti i dytë, përballemi me një deficit demokratik. Për një gjë jam i sigurt, se dy kandidatët për kryetar bashkie të Vlorës, nga e majta dhe e djathta, garantojnë se do të kemi një fushatë qytetare. Sigurisht, ajo duhet të përqendrohet në problemet e zhvillimit, si dhe në ato fusha që përmirësojnë dhe lehtësojnë jetën e përditshme të qytetarëve të Vlorës. Shpresoj që të mos na zhgënjejnë. Ata kanë mundësinë të ndryshojnë rrotën. Në këtë rast, organi vendimmarrës: këshilli ka një rol të rëndësishëm.

Should citizens be asked about city governance? - A duhet te pyeten qytetaret per qeverisjen e qytetit!

From the moment the contract is signed, the obligations have started, Endri! What about the advisers of both sides, did anyone have a different opinion? Strange! There has been a united fist around the concession! Vlora has experiences when all the councilors have joined together for issues related to the interest of the city and its citizens (I would recall the issue of importing waste from Italy for burning; it was precisely the left and right councilors who stopped an unfavorable project). The first element in these cases is transparency. When it is lacking, the impression is certainly not positive. The study is done first, the public is consulted, and then the concession is tendered!

Where does governance differ from rule?

Nga momenti që kontrata është firmosur, detyrimet kanë filluar, Endri! Po nga këshilltarët e të dy krahëve, s'pati asnjë mendim ndryshe? E çuditshme! Paskan qenë grusht bashkuar rreth koncesionit! Vlora ka përvoja kur, për çështje që kanë të bëjnë me interesin e qytetit dhe të qytetarëve, janë bashkuar të gjithë këshilltarët (do të kujtoja çështjen e sjelljes për djegie të mbeturinave nga Italia; ishin pikërisht këshilltarët e majtë dhe të djathtë ata që e frenuan një projekt jo të dobishem). Elementi i parë në këto raste është transparenca. Kur ajo mungon, shija sigurisht që nuk është pozitive. Bëhet një herë studimi, konsultohet me publikun, pastaj bëhet tenderimi i koncesionit!

Positive atmosphere - Atmosfere pozitive

 The granting of EU candidate country status to Albania has begun to have its effects. There is a different feeling on the ground. There are many signs about the expected growth. Acceleration of development rates. energy and optimism. This is a positive atmosphere. If we will know how to manage this atmosphere, all together: public and private institutions, citizens, NGOs, we will soon see the results, also for this reason.

 Dhënia e statusit të vendit kandidat të BE-së për Shqipërinë, ka nisur të japë efektet e saj. Ka një ndjenjë të ndryshme në terren. Ka shumë shenja rreth rritjes së pritshme. Shpejtimi i ritmeve te zhvillimit.  energji dhe optimizëm. Kjo është një atmosferë pozitive. Nëse ne do te dimë ta menaxhojme kete atmosfere,  të gjithë së bashku: institucione publike dhe private, qytetare, OJQ-të,  ne së shpejti do të shohim rezultatet, edhe për këtë shkak.
