"They Lost Everything, but Not Their Identity: Why the Term 'Cham Community' Is Not an Exclusionary Concept"

For a long time, I was among those who viewed the use of the term “Cham community” with some reservation. It seemed to me that this phrase created an unnecessary division within our nation, as if the Chams were a separate group, rather than an inseparable part of the Albanian identity. But the more I encountered the history, the documents, and the human reality of this part of our nation, the more I realized I was wrong.

I am writing this article to publicly acknowledge that: the use of the term “Cham community” is not only not exclusionary, but is in fact necessary to understand and represent a unique historical experience that deserves respect and recognition.

Chameria is a historical Albanian region, inhabited for centuries by Albanians who shared the same language, customs, beliefs, and national sensitivities. After the London Conference in 1913, this region remained outside the borders of the Albanian state. Later, history took a painful turn: after World War II, the Albanians of Chameria were forcibly expelled from Greece, violently and without the right to return. They lost not only their lands and homes, but also the right to return to their ancestral lands.

They were violently uprooted from their birthplace, leaving behind the graves of their ancestors, their memories, their language, and the songs that had echoed in that land for centuries. Thousands of families were forced to abandon everything they had built over generations and start a new life elsewhere—within their own nation, but as if they were foreigners.

For years, their voices were silenced, their tragedy ignored, and the injustice they suffered was covered in official forgetfulness on the international stage. And yet, they did not lose their dignity. They kept alive their memory, their culture, and their right not to disappear from history.

These people, violently displaced, resettled in Albania, where they built new lives—without ever forgetting their origin, their pain, and their denied rights. Precisely for this reason, today we use the phrase “Cham community” – not to separate them from the nation, but to recognize a unique historical experience, to articulate an unresolved issue, and to give voice to a collective memory that is neither provincial nor divisive, but deeply national.

What is a "community"?

A community is a group of people who come together based on common factors such as language, culture, history, traditions, and shared sensitivities. This special connection can be social, cultural, or even ethnic in nature. When we talk about the Cham community, it is not about a population separate from the Albanian nation, but rather a part of it that has undergone a unique history. Its connection with Albania and with Albanians worldwide is deep and unbroken. The Cham community is a rich reflection of the internal diversity of our nation, and its right to be recognized and respected is a right that belongs to every civilized group.

Just as we speak about the “Arbëresh community in Italy” or the “Albanian community in Preshevë,” we understand that the term “community” in this case does not imply exclusion from the nation, but rather a special experience within it that deserves representation and respect.

Today, the Cham community is represented through associations, organizations, and various voices that keep alive the demand for justice, return, and compensation for the injustice done. This is an effort that should be seen as part of a national commitment, not as an issue of a separate region.

In the end, the Chams are Albanians. No more, no less. But they are Albanians who have gone through a collective tragedy that should not be forgotten. And in this sense, the term “community” does not divide them, but represents them with dignity.

Yes, I was wrong. And it is an honor for us as citizens of this country that, when we realize that a word carries more weight than we thought, we use it responsibly, without fear and without prejudice.

In this context, it is natural to ask: is the term “Cham community” the most appropriate? Some may think that this word has an exclusionary or divisive connotation, but in reality, in modern public and academic discourse, the word community is used to describe a group of people with a shared experience, collective memory, and identity ties.

However, depending on the context, terms such as “Cham population,” “Cham ethnocultural group,” or “heirs of Çameri” could be just as accurate – and in some cases, even more inclusive. They not only underline the Albanian identity of this population but also their shared historical experience and their right to preserve their identity and memory.

The issue is not just about the term, but about preserving dignity and addressing this historical wound with respect, justice, and linguistic sensitivity. Because, at the end of the day, no nation becomes stronger by forgetting the suffering of its parts. It becomes stronger by acknowledging, accepting, and representing those parts with dignity.

Zgjedhjet Parlamentare të 11 Majit 2025 në Shqipëri: Një Provë Demokratike në Sytë e Botës

Si një qytetare e angazhuar e Shqipërisë, mendoj se është e rëndësishme të ofroj një pasqyrë për lexuesit ndërkombëtarë, duke i dhënë një vështrim nga brenda sesi këto zgjedhje parlamentare pasqyrojnë sfidat dhe shpresat më të mëdha të vendit. Ajo që do të vijë është një reflektim personal për ata që kujdesen për demokracinë në Europën Juglindore                    

                                             

               “Qytetarët shqiptarë duke votuar në zgjedhjet parlamentare të vitit 2021.” 

Nga këndvështrimi i një qytetari të angazhuar, që i ndjek me vëmendje zhvillimet brenda vendit, zgjedhjet parlamentare të 11 Majit 2025 janë shumë më shumë se një ngjarje politike e zakonshme. Ato paraqesin një provë të rëndësishme për qëndrueshmërinë demokratike të Shqipërisë dhe një moment ku bota do të vlerësojë gatishmërinë tonë për t'u shfaqur si një shtet stabel dhe i përgjegjshëm, dhe për të treguar se jemi të gatshëm të jemi pjesë e familjes evropiane.

Sipas vëzhguesve ndërkombëtarë: “Këto zgjedhje zhvillohen në një kontekst të thelluar polarizimi politik, pasigurie në besimin publik dhe shqetësimesh të vazhdueshme për sundimin e ligjit. Kredibiliteti i institucioneve mbetet i brishtë dhe besimi në drejtësinë zgjedhore është i ulët, për shkak të ndërthurjes së kufijve midis shtetit dhe partisë, mungesës së barazisë në burimet dhe mbulimin mediatik gjatë fushatës, si dhe mangësive në kuadrin ligjor zgjedhor, të cilat kërkojnë rishikim dhe përmirësim. Vlerësimi i proceseve zgjedhore dhe identifikimi i hapave për përmirësim janë thelbësorë për garantimin e një sistemi më të drejtë dhe transparent.”

Nga një këndvështrim ndërkombëtar, zgjedhjet parlamentare të vitit 2025 përbëjnë një provë për angazhimin e Shqipërisë ndaj vlerave demokratike që ka premtuar si vend kandidat për anëtarësim në Bashkimin Evropian. Partnerët evropianë, vëzhguesit ndërkombëtarë dhe komuniteti global nuk janë të interesuar vetëm për rezultatin përfundimtar, por edhe për mënyrën se si zhvillohet procesi: A është ai gjithëpërfshirës? Transparent? Paqësor? Teknikisht korrekt?Përtej institucioneve dhe qeverive, komunitetet shqiptare jashtë vendit, analistët rajonalë dhe media ndërkombëtare po e ndjekin me vëmendje procesin. Ata kërkojnë jo perfektesën, por përparimin—një sinjal të besueshëm që politika shqiptare po kalon përtej logjikës së konfliktit dhe po ecën drejt një kulture besimi institucional, përgjegjshmërie dhe angazhimi qytetar.

Rezultati i zgjedhjeve të 11 Majit do të përcaktojë jo vetëm se kush do të udhëheqë Shqipërinë, por do të shërbejë si një sinjal—si për ne brenda, ashtu edhe për botën—për pjekurinë demokratike dhe stabilitetin politik të vendit në një moment kyç të rrugëtimit të tij evropian. Dhe në këtë moment, bota nuk po na shikon vetëm me vëmendje, por edhe me shpresë.

 Thirrje për Qytetari Aktivë:

Si një qytetar shqiptar, besoj se testi i vërtetë qëndron jo vetëm në mënyrën se si elitat tona politike do të menaxhojnë këto zgjedhje, por edhe në mënyrën se si ne, qytetarët, do të angazhohemi në këtë proces.

Ky është një moment për të gjithë ne për të reflektuar mbi rolin tonë në formësimin e të ardhmes së vendit—duke votuar me përgjegjësi, duke mbajtur përgjegjshmërinë ndaj liderëve tanë dhe duke marrë pjesë aktivisht në dialogun demokratik. Zgjedhjet tona të 11 Majit 2025 nuk do të përcaktojnë vetëm peizazhin politik, por do të dërgojnë gjithashtu një mesazh për botën për aspiratat dhe vendin e Shqipërisë në familjen evropiane.

Albania’s May 11th, 2025 Parliamentary Elections: A Democratic Stress Test in the Eyes of the World

As an engaged citizen of Albania, I believe it is important to provide international readers with an insider’s perspective on how these parliamentary elections reflect both the country's greatest challenges and deepest hopes. What follows is a personal reflection for those who care about democracy in Southeast Europe.

From the viewpoint of an engaged citizen closely following domestic developments, the parliamentary elections of May 11, 2025, are much more than an ordinary political event. They represent a critical test for Albania’s democratic resilience and a moment in which the world will assess our readiness to emerge as a stable and responsible state—ready to join the European family.

According to international observers:

“These elections take place in a deeply polarized political context, with public trust remaining fragile and ongoing concerns regarding the rule of law. Institutional credibility is weak, and confidence in electoral justice is low due to the blurred lines between state and party, inequality in campaign resources and media coverage, and deficiencies in the electoral legal framework, which require review and improvement. Evaluating electoral processes and identifying steps for reform are essential to ensuring a fairer and more transparent system.”

From an international perspective, the 2025 parliamentary elections are a test of Albania's commitment to the democratic values it has pledged to uphold as an EU candidate country. Our European partners, international observers, and the global community are not only interested in who wins, but in how the process unfolds: Is it inclusive? Transparent? Peaceful? Technically sound?

Beyond institutions and governments, Albanian communities abroad, regional analysts, and the international media are following the process closely. They are not seeking perfection—but progress. A credible signal that Albanian politics is moving beyond a logic of conflict, and toward a culture of institutional trust, accountability, and civic engagement.

The outcome of the May 11 elections will determine not only who leads Albania but will also serve as a message—both to ourselves and to the world—about our democratic maturity and political stability at a key moment in our European journey. And at this moment, the world is not just watching us—it is watching with hope.

A Call for Active Citizenship

As an Albanian citizen, I believe the true test lies not only in how our political elites manage these elections, but in how we, the people, choose to engage in this process.

This is a moment for all of us to reflect on our role in shaping the future of our country—by voting responsibly, holding our leaders accountable, and actively participating in democratic dialogue. Our May 11, 2025 elections will not only define the political landscape but will also send a message to the world about Albania’s aspirations and its rightful place in the European family.

"Ata humbën gjithçka, por jo identitetin: Përse termi 'komuniteti çam' nuk është një koncept veçues"

Për një kohë të gjatë, kam qenë nga ata që e shikonin me rezervë përdorimin e termit “komuniteti çam”. Më dukej se kjo fjalë krijonte një ndarje të panevojshme brenda kombit tonë, sikur çamët të ishin një grup më vete, e jo pjesë e pandashme e shqiptarisë. Por sa më shumë jam përballur me historinë, me dokumentet dhe me realitetin njerëzor të kësaj pjese të kombit tonë, aq më shumë kuptova se e kisha gabim.

Këtë artikull e shkruaj për ta thënë këtë publikisht: përdorimi i termit “komuniteti çam” jo vetëm që nuk është përjashtues, por është i domosdoshëm për të kuptuar dhe përfaqësuar një përvojë të veçantë historike që meriton respekt dhe njohje.

Çamëria është një krahinë shqiptare historike, e banuar prej shekujsh nga shqiptarë të të njëjtës gjuhë, zakone, besime e ndjeshmëri kombëtare. Pas Konferencës së Londrës në vitin 1913, kjo krahinë mbeti jashtë kufijve të shtetit shqiptar. Më pas, historia mori një kthesë të dhimbshme: pas Luftës së Dytë Botërore, shqiptarët e Çamërisë u dëbuan masivisht nga Greqia, në mënyrë të dhunshme dhe pa të drejtë kthimi. Ata humbën jo vetëm tokat dhe shtëpitë, por edhe të drejtën për t’u kthyer në trojet e veta.

U larguan me dhunë nga vendlindja, duke lënë pas varret e të parëve, kujtimet, gjuhën dhe këngët që jehonin në atë tokë prej shekujsh. Mijëra familje u detyruan të braktisin gjithçka kishin ndërtuar ndër breza dhe të nisin një jetë nga e para në një vend tjetër – brenda kombit të tyre, por si të ishin të huaj.

Për vite me radhë, zëri i tyre u hesht, drama e tyre u injorua, dhe padrejtësia ndaj tyre u mbulua me harresë zyrtare në arenën ndërkombëtare. Dhe megjithatë, ata nuk e humbën dinjitetin. Mbajtën gjallë kujtesën, kulturën dhe të drejtën për të mos u zhdukur nga historia.

Këta njerëz, të shpërngulur me dhunë, u vendosën në Shqipëri, ku ndërtuan jetë të reja, por pa harruar kurrë prejardhjen, dhimbjen dhe të drejtën e mohuar. Pikërisht për këtë arsye, sot përdorim shprehjen “komuniteti çam” – jo për t’i veçuar nga kombi, por për të njohur një përvojë unike historike, për të artikuluar një çështje të pambyllur dhe për të dhënë zë një kujtese kolektive që nuk është as provinciale, as përçarëse, por thellësisht kombëtare.

Çfarë është një "komunitet"?

Një komunitet është një grup njerëzish që bashkohen nga disa faktorë të përbashkët, siç janë gjuha, kultura, historia, traditat dhe ndjeshmëritë e përbashkëta. Kjo lidhje e veçantë mund të jetë e natyrës sociale, kulturore, apo edhe etnike. Kur flasim për komunitetin çam, nuk bëhet fjalë për një popullsi të ndarë nga kombi shqiptar, por për një pjesë të pandashme të tij që ka kaluar një histori të veçantë. Lidhja e tij me Shqipërinë dhe me shqiptarët kudo në botë është e thellë dhe e pandërprerë. Komuniteti çam është një pasqyrim i pasur i diversitetit të brendshëm të kombit tonë dhe e drejta e tij për t’u njohur dhe respektuar është një e drejtë që i përket çdo grupi të qytetëruar.

Ashtu si flasim për “komunitetin arbëresh në Itali”, apo për “komunitetin shqiptar në Preshevë” – kuptojmë se termi “komunitet” në këtë rast nuk nënkupton përjashtim nga kombi, por një përvojë të veçantë brenda tij, që meriton përfaqësim dhe respekt.

Sot, komuniteti çam përfaqësohet përmes shoqatave, organizatave dhe zërave të ndryshëm që mbajnë gjallë kërkesën për drejtësi, kthim dhe kompensim për padrejtësinë e bërë. Kjo është një përpjekje që duhet parë si pjesë e një angazhimi kombëtar, jo si një çështje e një krahine të veçuar.

Në fund të fundit, çamët janë shqiptarë. As më shumë, as më pak. Por janë shqiptarë që kanë kaluar një tragjedi kolektive që nuk duhet harruar. Dhe në këtë kuptim, termi “komunitet” nuk i ndan, por i përfaqëson denjësisht.

Po, unë e kisha gabim. Dhe është në nderin tonë si qytetarë të këtij vendi që, kur kuptojmë se një fjalë ka më shumë peshë nga sa mendonim, ta përdorim me përgjegjësi, pa frikë e pa paragjykim. 

Në këtë kontekst, është e natyrshme që të shtrohet pyetja: a është “komuniteti çam” termi më i përshtatshëm? Disa mund të mendojnë se kjo fjalë ka ngjyrim përjashtues apo ndarës, por në realitet, në diskursin modern publik dhe akademik, fjala komunitet përdoret për të përshkruar një grup njerëzish me përvojë të përbashkët, kujtesë kolektive dhe lidhje identitare.

Gjithsesi, varësisht nga konteksti, përdorimi i termave si “popullsia çame”, “grupi etnokulturor çam”, apo “trashëgimtarët e Çamërisë” mund të jenë po aq të sakta – e në disa raste edhe më përfshirëse. Ato nënvizojnë jo vetëm përkatësinë shqiptare të kësaj popullsie, por edhe përvojën e tyre historike të përbashkët dhe të drejtën për të ruajtur identitetin dhe kujtesën e tyre.

Çështja nuk është vetëm për termin, por për të ruajtur dinjitetin dhe për ta trajtuar këtë plagë historike me respekt, drejtësi dhe ndjeshmëri gjuhësore. Sepse, në fund të ditës, asnjë komb nuk bëhet më i fortë duke harruar vuajtjet e pjesëve të veta. Ai forcohet duke i njohur, pranuar dhe përfaqësuar ato me dinjitet.

Reflection on "Andej Mud Këtej Erë", Ballad Arbërore, by Petrit Rukaj

I just finished the book by the outstanding poet and equally talented screenwriter Petri Ruka:

"There Mud

Here Wind",

Arbërore ballad,

and I didn't want to go to sleep without modestly writing two words.

After a busy day, I thought I'd relax a bit by reading. The day before I had finished the Selected Publicistics of the well-known author Erion Kristo, which was really chosen, a peak in journalism to move to another peak in poetry..

I had in my hands the two books of the Rukaj brothers: "Takim me vetvehten" authored by my dear friend Prof. Ethemin and the quoted book of the "Poet of the Gods", now, Petr Rukaj. I was at a loss as to who to read. I chose the poet.

I am amazed! Sleep exiled. His ballads, verse, metaphors held me as if by magic. The beauty, depth, simplicity and freedom of verse and prose convey a special emotion. They make you feel suspended, weightless, with a sense of relief, purification, reflection, appreciation and pride for the values ​​they carry, for our heritage so exalted by him and for the genius of His pen.

The foreword by Pëllumb Kulla and the essays of His colleagues stood beautifully at the level of the ballads.

 The journey through mixing the past with the present, the tradition with the modern, the eternal with the temporary (as Timo Merkuri paraphrases in his reflection, in this book), leaving the sublimity of the eternal, surprises you.

In these cases, you feel a sense of responsibility that you should do something more, of course, each one in what he knows how to do best, as the poet himself has done in elevating the figures, values, and models that we have as a nation. We feel good when we have values ​​like Prof. Progress Kabo, who do not forget in any case and promote our notables, alongside the notables of humanity, even when the institutions "forget". As the poet himself does in this book when he dedicates each ballad to a colleague from the field of letters or a family member, because even the act of appreciating the family is a value. Also, eight years ago, four months before the consecration, in May 2016, in the capacity of director and screenwriter, he made available to us the first, and only up to that time, documentary that he had made about the figure of Mother Teresa (today Saint Teresa of Calcutta).

Here, it is worth noting that such figures, with such talents, so productive, with such energy to make good art and to highlight the best of this country and to make this country better through their positive criticism should be supported institutionally and financially to give as much of their genius as possible. I had the opportunity to meet him a few times: in the promotion of the book of the poet and folklorist Sejmen Gjokoli, to whom he also dedicates one of his ballads in this book, as well as several times more closely when we worked for the Forum for Mother Teresa, which centered on the Public Lecture of the most prominent researcher of Mother Teresa in the English-speaking world: Dr. Gëzim Alpion, University of Birmingham, UK.

I say this, based on the fact that if the Poet and the screenwriter had been supported today, we would have another wonderful work of his heritage: the documentary about the figure of the prominent personality from Vlonia: Ali Asllanit. I believe this must have remained one of His worries in the living. He had knocked, without result, at the Ministry of Culture and the Municipality of Vlora at that time. When we talked one day together, I said: There must be people in Vlora who can support this idea. Let's get together, we ask the people of Vlorë for help to finance it, because the communities must also be committed to honoring and enhancing the human assets of their city and province over the years. They elevate cities and return their investment many times over. Time did not leave us.

Someone else will probably have the talent and inspiration to do it, now not only for Ali Asllan or other prominent Vlonians, but also for the poet Petrit Rukaj himself. They should become part of the curriculum. And this is where I like to close, as the book closes with the words of the great Pëllumb Kulla:

"That you were Petrit Rukaj!

 You must be planted!"

What an appreciation!
